and Wuxi Suntech Power Co. controlling 80 percent of the EU solar-panel market and China s government opposed to any trade protection in Europe , some European governments including those in Berlin and London have expressed opposition to anti-dumping duties to boost import prices. That led in June to commission negotiations with China on a settlement of the dumping case. EU governments, acting on a commission proposal, have until Dec. 6 to decide whether to accept the anti-dumping agreement as a definitive measure. The end-2015 timeframe of the anti-dumping accord is less than the usual five-year period for definitive EU trade protection.

Supreme Court to Hear Dubuque Solar Panel Case
Commissioners referred the request to the city’s Building Code Board of Appeals for review. Cromwell, who has installed solar units since 2000, said the reduced building permit fee would be part of an effort to lower costs for solar panels, which can range from $20,000 to $30,000. The proposed 15-year leases would allow a homeowner or business owner to pay a monthly bill lower than the average amount of money saved in energy usage from solar panels, Cromwell said. For example, a home with a solar system that results in an average savings of $100 per month would pay average lease payments of about $80 to $90 per month, he said. “This is how most residential solar is sold across the country, but it is the first time that it is being done here,” Cromwell said. Solar panels installed at Mid America Bank’s main building in Baldwin City have reduced the bank’s electricity bills by about $400 a month during the summers, said Jeff Hill , bank vice president.
