Recent Council scraps library solar energy project Saved MASON CITY | The City Council scrapped a proposed solar energy project for the public library Tuesday night, primarily because council members felt the payback time was too long. That was the consensus at a workshop session in which no formal vote was taken. When the project was discussed in budget sessions in January, the projected payback on the council investment was 7-8 years. At a council meeting two weeks ago, council members learned the payback time was actually 16 years, and about 18 with debt service.
